Outbound Lead Generation

tick

Outbound lead generation is when your business chooses the companies it wants as customers and contacts them first, usually by email, phone, LinkedIn or post. In the UK, each of those channels has different rules, costs and lead times. This guide compares them, then shows you how to plan, cost and test a first campaign.

Results Driven Marketing (RD Marketing) wrote this guide and sells B2B data and managed outreach, so we have an interest in the subject. For that reason, we link our sources and say when outbound is the wrong choice. Many of the guides that rank for this topic are written for a general audience. The four we read in detail did not mention PECR, the TPS, the ICO or the UK GDPR, so we have put those rules at the centre of this one.

Written by Iain Irvin, Director of RD Marketing. Iain worked in telesales, business development and sales management before starting the business, and has more than 15 years of experience in B2B marketing data and lead generation. Rules and prices checked on 5 November 2026.

Outbound Lead Generation at a Glance

In short, you pick the audience, start the conversation and control the pace. The table below summarises the main points.

Question Short answer
What is it? Contacting chosen businesses first, rather than waiting for them to find you
Main channels Email, telephone, LinkedIn and direct mail
What you need A clear offer, a defined audience, accurate data and someone to follow up
Is it legal in the UK? Yes, if you follow PECR and the UK GDPR for each channel
Fastest way to start Telephone, once your data has arrived and been screened
Biggest risk Contacting the wrong people, or breaking the rules through poor data

Why Relying on Inbound Leads Alone Is Risky

Inbound leads are valuable, because the buyer has already shown interest. However, you cannot control how many arrive or when. If enquiries dip, you have little to fall back on.

Search is also changing. Pew Research found that US Google users clicked a traditional result on 8% of visits when an AI summary appeared, against 15% when one did not. That is US data from March 2025, so treat it as a warning sign rather than a UK forecast. Iain has written more about this in how AI Overviews affect website traffic.

Our view is that most B2B firms need both. Outbound gives you a source of conversations that does not depend on being found. You can read a fuller comparison in our guide to inbound vs outbound.

Which Outbound Lead Generation Channel Should You Use?

There is no single best channel, as it depends on who you sell to and what your team can follow up. So use this table to choose a starting point.

Channel Works well when Time to start Watch out for
Telephone data You have people who can hold a sales conversation Data within 24 hours of ordering from us Staff time, and screening against both registers
Managed email campaigns You want reach without adding callers Around four weeks for our managed service, mainly for domain warm-up Deliverability, and different rules for sole traders
LinkedIn outreach Your buyers are active on LinkedIn Our clients typically see first replies within a week of going live LinkedIn’s user agreement restricts automated activity, so ask how any provider protects your account
Direct mail data Inboxes are crowded, or you have something physical to send Data within 24 hours, then print and postage time Print and postage costs are spent before you see a response

You do not have to choose only one. For instance, an email followed by a call gives your caller a reason to ring. Even so, we suggest proving one channel before adding another, because mixed results are harder to read.

UK Outbound Lead Generation Rules by Channel

Outbound lead generation compared with inbound for UK B2B firms

The key question is who you are contacting. The ICO’s business-to-business guidance treats limited companies and LLPs as corporate subscribers. In contrast, sole traders and some partnerships count as individual subscribers, which is stricter for email.

Channel Companies and LLPs Sole traders and some partnerships
Live phone calls Allowed unless the number is on the TPS or CTPS, or they have objected The same rule applies
Email and text PECR does not require consent Consent is needed, unless the soft opt-in applies
LinkedIn direct messages Treated as electronic mail, as above Treated as electronic mail, as above
Post Not covered by PECR Not covered by PECR
Automated recorded calls Specific consent needed Specific consent needed

Whichever channel you use, these points also apply.

  • Named people are personal data. The UK GDPR still applies to named business contacts, so you need a lawful basis. The ICO says this will often be legitimate interests, which requires a three-part test.
  • Tell people about it. If you buy data, Article 14 of the UK GDPR requires privacy information within one month, or at first contact if sooner.
  • Respect objections. Keep a suppression list, and check every new list against it.
  • Screen recently. The ICO warns that a TPS or CTPS registration can take 28 days to become active. Our TPS checker service can screen a list you already hold.

The ICO can now issue PECR fines of up to £17.5 million or 4% of global turnover. This section is general guidance rather than legal advice.

What Does a First Campaign Cost?

Costs depend on your audience and how much you do in-house. These are our own published prices, before VAT, and other suppliers will differ.

Item RD Marketing price Example
Telemarketing or email data, under 2,500 contacts £295 per 1,000 1,000 contacts cost £295
Telemarketing or email data, 5,000 to 9,999 contacts £245 per 1,000 5,000 contacts cost £1,225
Managed LinkedIn outreach, one user £349 per month Up to 1,200 connection requests and 1,200 messages a month
Managed LinkedIn outreach, up to three users £499 per month The same limits for each user
Managed email campaigns Quoted to your brief Includes copy, domain setup, warm-up, sending and weekly reporting

Do not forget your own costs, such as callers’ time, phone systems and follow-up. Data is often the smallest part of the total, so a cheap list can still be an expensive mistake.

How to Run Your First Outbound Lead Generation Campaign

Start small enough to learn quickly. These steps work for any of the channels above.

  1. Define your best customers. Look at your most profitable accounts, then note their sector, size and location.
  2. Name the decision-maker. Decide who actually buys, and choose relevant job role databases or UK industry databases.
  3. Write down the reason to reply. Explain the problem you solve in one sentence, in the prospect’s terms.
  4. Get a count and a sample. Before you buy B2B data, check how many contacts match and test a few you know.
  5. Check the rules. Remove sole traders from email lists unless you can meet the conditions, then screen phone numbers.
  6. Test one message. Send it to a small part of the list, and agree who handles replies.
  7. Record what happens. Track conversations, meetings and sales rather than opens alone.
  8. Change one thing at a time. Next, adjust the audience or the message, then contact the next batch.

Lists also go out of date. If you already hold one, our data cleansing services can update it first, and data enrichment services can fill the gaps.

How Many Prospects Do You Need?

Work backwards from the sales you want. The figures below are made up to show the method, so replace them with your own numbers once you have test results.

Step Example Result
New customers wanted Target 5
Meetings needed 1 in 4 meetings becomes a customer 20
Conversations needed 1 in 5 conversations becomes a meeting 100
Contacts needed 1 in 10 contacts becomes a conversation 1,000

This shows you whether a plan is realistic before you spend anything. For example, if your whole market holds only 400 suitable companies, you will need a better conversion rate or a different approach.

When Outbound Is the Wrong Choice

Outbound is not right for every business. We would suggest holding back in these cases.

  • You cannot describe your buyer. Without a clear audience, more outreach will simply reach more of the wrong people.
  • Nobody can follow up. Replies go cold quickly, so make sure someone owns them.
  • You sell to consumers. Different rules apply, so take specific advice first.
  • Your market is mostly sole traders. Email and LinkedIn messages are limited, so phone or post may suit you better.
  • You need sales this week. Results usually build over weeks, so it will not solve an immediate cash problem.

What Results Have Our Customers Reported?

These are individual results reported by customers, rather than a forecast for your campaign. They used our data for their own outreach.

  • Buzz Recruitment Specialists reported signing up 11 new clients from its first two email campaigns.
  • Southern Scaffolding Supplies reported a 46% open rate on its first email campaign, using 1,539 targeted records.
  • Redwood reported a couple of new cases and around six solid leads after approaching about 10% of its contacts.

Telemarketing agency Straight Ahead Marketing also refers clients to us. It says: “We have referred them to a number of our clients, the data is really good, really accurate and has made the out bound calling straightforward.” Our B2B data accuracy guarantee explains what happens if data falls short.

What This Guide Does Not Claim

  • No supplier can guarantee sales, meetings or response rates, and neither can we.
  • Results vary by audience, offer and market, so test before you scale.
  • Prices and rules can change, so check them before you commit.
  • We read a sample of ranking guides, rather than every guide on this subject.

Frequently Asked Questions

What is outbound lead generation?

It means identifying businesses that may need what you sell, then contacting them first. Common channels are email, telephone, LinkedIn and direct mail. In contrast, inbound relies on prospects finding you.

Is outbound lead generation legal in the UK?

Yes, if you follow PECR and the UK GDPR. Phone numbers must be screened against the TPS and CTPS. Marketing emails to sole traders and some partnerships generally need consent or the soft opt-in, while PECR does not require consent for emails to companies.

How much does outbound lead generation cost?

It depends on your audience and how much you do yourself. Our data costs from £295 per 1,000 for smaller orders, falling to £170 for 50,000 or more, before VAT. Managed LinkedIn outreach starts at £349 per month.

How long does it take to see results?

It varies by channel. Calls can start soon after your data arrives, while our managed email campaigns take around four weeks to set up. Our LinkedIn clients typically see meaningful pipeline build over four to six weeks.

Which channel is best for B2B outbound?

None suits every business. Telephone suits firms with confident callers, email suits wider reach, and LinkedIn suits buyers who are active there. We suggest proving one channel first, then adding another.

Can I contact sole traders on LinkedIn?

Take care. The ICO counts direct messages on social media as electronic mail, and sole traders are treated as individual subscribers. So marketing messages to them generally need consent or the soft opt-in.

Should I do outbound in-house or outsource it?

Use your own team if they have time and can hold sales conversations. Outsourcing may suit you if you lack the time or technical setup. Either way, you remain responsible for what is sent in your name, so ask how the supplier handles compliance.
