Is it legal to buy B2B data in the UK?
Yes. Buying and using business contact data is legal in the UK, provided it is obtained fairly and used in line with UK GDPR and PECR. The rules depend on who you contact and how: email, phone and post each have their own requirements, set out below.
Buying data from a compliant supplier is the starting point. How you use it afterwards matters just as much.
Where does our data come from?
Our UK B2B data comes from specialist business information providers that maintain records using multiple sources, including:
- Companies House and other company registration information
- Commercial business directories and listings
- Business websites and published business information
- Telephone-based business checks
- Ongoing corrections and updates to existing records
We don’t use scraping tools to build our lists. Read our B2B data quality methodology for full details of how data is sourced, checked and maintained.
How UK GDPR applies to B2B data
UK GDPR applies wherever business data identifies an individual, such as a named contact or a personal work email address. Company-level details, such as a business switchboard number or a generic info@ address, are generally not personal data.
We supply personal data on the basis of legitimate interests: businesses have a legitimate interest in promoting relevant products and services to other businesses, and named decision-makers can reasonably expect to receive relevant business approaches in their professional role.
When you buy data from us, you become a separate controller of your copy. That means you need your own lawful basis, usually legitimate interests, for using it. Our GDPR guide explains the basics.
PECR rules for email marketing
PECR sets different rules depending on the type of business you’re emailing.
| Recipient | Can you email them without prior consent? |
| Limited companies, LLPs, public bodies and other corporate subscribers | Yes, provided you identify yourself and include a simple way to opt out |
| Sole traders and some partnerships (individual subscribers) | Generally no. You need consent or an existing customer relationship |
Every marketing email must give the recipient a simple way to opt out, and you must honour opt-outs promptly. Our licence also limits use of email data to 12 emails per address in any 12-month period, and no more than 4 in any calendar month.

TPS and CTPS screening for telemarketing
The Telephone Preference Service (TPS) and Corporate Telephone Preference Service (CTPS) are registers of numbers that don’t want to receive unsolicited live sales calls. Under PECR, you must not make live marketing calls to a registered number unless that business or person has told you they’re happy to hear from you.
We screen all telemarketing data against TPS and CTPS before supply. Screening covers 28 days of use from the date we supply your data. After that, re-screen before you call, as numbers can join the registers at any time. Our TPS Checker can help.
Automated or pre-recorded marketing calls need prior consent, whatever the TPS or CTPS status.

Direct mail and UK GDPR
PECR doesn’t cover postal marketing, but UK GDPR still applies to letters addressed to named individuals. You need a lawful basis, usually legitimate interests, and you must stop writing to anyone who objects.
Our postal addresses are checked against Royal Mail’s Postcode Address File (PAF). Mailings should take place within six months of supply, so the data stays current.

Opt-outs and suppression
Removing your details from our data
If your details appear in our data and you’d like them removed, email [email protected] or call 0191 406 6399. Please include your name, the business name and the email address or phone number concerned.
We’ll suppress your details from future data supplies and respond within one calendar month, as UK GDPR requires. You can also exercise your other data protection rights in the same way. Our privacy policy explains these rights in full.
Suppression for our customers
- Before you order: send us a suppression file of existing customers or contacts you want excluded, and we’ll remove them from your selection.
- After you receive data: record every opt-out and objection you receive, and exclude those contacts from all future campaigns.
- Report requests to us: tell us within 14 days if someone in our data asks you to suppress their details, or if a contact has died, so we can update our records.
Secure data delivery
We deliver data in Excel or CSV format (password protected) via email. Data is supplied for your use only under your licence, and every list contains seed records that let us detect unauthorised use or resale.
Your responsibilities as a data buyer
When you buy data from RD Marketing, you agree to:
- Use the data only within the terms of your licence and quotation
- Keep the data secure and never resell or share it
- Have a lawful basis for each campaign, and include privacy information where required
- Follow PECR rules for each channel, including the rules for sole traders and partnerships
- Re-screen telephone numbers against TPS and CTPS after 28 days
- Include a simple opt-out in every marketing email
- Record and honour all opt-outs and objections
- Tell us within 14 days about any suppression requests that relate to our data
Full terms are set out in our terms and conditions.
